Which data visualization software to choose?

Good afternoon! I ask for help in choosing software for the implementation of the following idea:
There is an unloading from the database in xls format. Unloading is done from clumsy software, written in shaggy years, not amenable to updating and making changes. Uploading is different and each user makes it for himself, setting up a set of filters and conditions in clumsy software. The number of columns in the output is always the same. There is no way to connect directly to the database.
What you want to have:
1) Data visualizer - the ability to select the source xls file and build graphs, tables, charts based on the data from this file based on templates and layouts.
2) Easy access to templates so advanced users can customize layouts and settings.

Supports csv format. Resave the table, specify the path to it and you're done.
