In the search for cms, which will have the main function - a directory of users (essentially individual companies). The engine is required to be able to register new companies both by the companies themselves and by the admin. Ability to configure groups and privileges, access to various sections. As well as the ability to assign (send) to individual groups various documents from the catalog (pdf, text messages, etc.). Advise, in the direction of which cms to navigate? I heard that CMS Drupal allows you to customize something similar.

Drupal, Bitrix, possibly DLE, and Joomla, in my opinion, can do most of this list
