Which CMS to choose for a closed news site?

Billing is needed in order to accept payments (once a month) from clients
If payment for the next month is not received - block the account
If people from different ip-addresses start accessing one account - send a confirmation code to email and display the input form code to enter the site
I.e. actually need a CMS for a closed portal.
Are there any options or do I need to develop it myself?

I don’t know about CMS, but from scratch you can very quickly raise it on any framework.

We are just creating a new project with the team, you can join us.
Our site allows any user to create their own closed blog, and there you will add whoever you want, the blog will be completely closed and no one will be able to watch it without your permission.

I'm not sure about protection with ip addresses and sms, but such a thing can be written to order, I think
