I would advise looking towards Drupal, it is quite flexible and has a large community (very responsive, by the way).
But the initial entry threshold is rather big, and with high attendance (if you figured to make an analogue of Avito), you will have to optimize and cache quite a lot. The functionality itself can be done by one person, I think.

You will need a lot of skills. MVC, HMVC, ORM, SOLID, etc. It is better not to do such things on CMS. Scalability will suffer. Speed of work, integration. Although it depends on the scale of the project.
