Which cms/framework for the service to choose?

You need some simple engine that is easy to adjust to your tasks. You need everything as simple as possible and to work at lightning speed.
A small service is planned, which is a form for authorization, inside each user fills in different fields, then uses the embed code on different sites using these same fields. Nothing complicated, it seems. Admin panel with separation of users, you can even without a database.

I would easily do it on yii2, download the advance template, it already has authorization / registration, then you read about active form / record and make your fields. It is desirable to understand MVC.
