Which cloud to choose: Amazon or DigitalOcean?

Project - a website with sudden peak loads - yesterday there were 100 people - the next day 10,000,000 people came.
Amazon :
Pros: Available out of the box Autoscaling
Cons:
DigitalOcean price :
Pros: 2-5 times cheaper than Amazon meaning dynamics)
Cons: No autoscaling (but there is an API and you can implement it yourself). And suddenly!! You cannot link a debit card from the Russian Federation (only a credit card or paypal prepayment)
Should we consider DigitalOcean as something serious for a project of this kind? What are the pitfalls? For example, such things confuse https://www.digitalocean.com/community/questions/c...

I linked my Qiwi card without any problems.

They are different.
Using AWS without using all their balancers and lambdas is stupid.
but when used - the overpayment is worth the money.
