Which cloud service to choose for load balancing?

There is a site that should work smoothly. For this purpose, the following architecture was proposed: a master server, several replicating slave servers and a load balancer in the cloud, presumably amazon. The cloud for the balancer was chosen from the considerations that it is guaranteed not to fail. If you place the balancer, for example, on the master, then in which case you will have to spend time redirecting the domain. Actually the question is: how adequate is such a scheme? If adequate, then which specific service to choose for the balancer?

DNS balancing, we allocate several IP addresses for one domain. Masters can be defined using Round Robin.
You can also move the balancer to a separate server and install NGINX or something else.
PS Cloud does not guarantee 100% uptime.
