Which cloud provider to choose?

I plan to host a server with Windows 2012 in the cloud. I will use it a couple of times a week. Is there any cloud provider that gives the service by the hour? For example, I turned off the server and did not pay, the next day I turned it on and the counter was dripping. If so, how do they count the money - while the server is running or what?

Almost all cloud providers work by the hour, but almost all of them charge money even for a disabled virtual machine.
A good option would be Microsoft Azure .
A rare provider where you do not pay for downtime of resources at a turned off machine.
In addition, hosting is from the same vendor as the OS. =) In some tasks, this has its advantages.

Turned off - do not pay for the processor and memory, but continue to pay for the disk and, possibly, the IP address.
