Which CIDR address block is better and why?

Please help me understand, I've been struggling with the task of classless addressing for 2 days. I don't understand why one block of addresses should be better than another? By condition, this is somehow related to the operation of the router's routing table, but I do not understand how. Here is the condition:

Imagine that an institution needs to allocate 16 class C IP network addresses.
You can assign a block of class C addresses from 194.58.80.0 to 194.58.95.0 or a block of addresses 194.58.72.0 to 194.58.87.0.

Which block is better? To answer this question, consider a portion of the Internet:

Router 1 --> Router 2 --> All 16 C-class networks

List the entries in Router 1's routing table for both address blocks, while using as few entries as principle of classless forwarding. To answer the question, you are allowed to invent the missing M1 and M2 IP addresses. So which block of addresses is better?

The range from 194.58.80.0/24 to 194.58.95.0/24 is better. It is covered from the outside (on the external interface) by one route.
194.58.80.0 .. 194.58.95.0 = 194.58.80.0/20
194.58.72.0 .. 194.58.87.0 = 194.58.72.0/21 +
194.58.80.0/21 The consumer - deeply do not care.
PS. Of course, do not care at all to everyone. But that's the only difference I could find.

Your question doesn't make sense, classful addressing was definitively obsolete by circa 2006 and is no longer used, the question is "List the entries in Router 1's routing table for both address blocks, and you should use as few entries as possible in accordance with the principle of classless forwarding." to classless addressing, but the task itself is most likely taken from a textbook in the 90s, when classes were still in use, so networks are mentioned as belonging to a class, in fact, this is a task on supernets (such a concept existed from about 1992 to 1993, in 1993 a completely classless addressing). A class cannot be better or worse than a defined CIDR, classful and classless addressing are two different approaches to address space allocation. It makes sense to compare only CIDR and classful addressing in general, CIDR is obviously better. gives a more flexible approach to routing and address allocation.
