1) One common calendar with events, only the admin has access, for the rest read only
2) A calendar for each employee in this calendar, that is, he would be able to create events in the calendar (for example, when he is absent from the office), the rest could see it, but not changing the
Google calendar is not entirely suitable, because there each employee needs to share his calendar for each other, which is not very convenient.
Does anyone have a similar experience with calendars?

The calendar management function can be entrusted to one person. This will be his function (role), or one of his functions. For example, it could be a project manager.
Google fits perfectly into this scheme, and indeed any public calendar. Even just a website. The administrator creates - the others read.

There was a similar problem, but it was never solved. We stayed on Google, because the best calendar. Maybe there is already something.
