Which calendar for group work with access rights to use?

The task is to set a calendar for group work in a small team.
It is necessary that the calendar includes the ability to differentiate rights, for example:
1) One common calendar with events, only the admin has access, for the rest read only
2) A calendar for each employee in this calendar, that is, he would be able to create events in the calendar (for example, when he is absent from the office), the rest could see it, but not changing the

Google calendar is not entirely suitable, because there each employee needs to share his calendar for each other, which is not very convenient.

Does anyone have a similar experience with calendars?
Are there any free solutions for this?

The calendar management function can be entrusted to one person. This will be his function (role), or one of his functions. For example, it could be a project manager.
Google fits perfectly into this scheme, and indeed any public calendar. Even just a website. The administrator creates - the others read.

This is not exactly the purpose of the calendar. In my understanding, the calendar is used for social events. Even if this is a family of two, joint events and meetings go to the calendar, and not personal matters (even if they may concern someone). Yes, and how do you imagine it? An "employee absent" event will be created for the whole day for 7 days. As for me, a very inconvenient format.
Then you can look in the direction of stupidly Google Sheets. Each employee has his own tab. Or your cell. But, I repeat, this should be done by someone like a PM or a secretary, to whom everyone throws off their plans, employment, and so on, and he already writes it on the tablet. And not everyone writes about himself. If only because someone will surely forget. And the task of the person in charge will keep order, interrogate, and, in general, unload other people from this bureaucracy, so that it would be easier and more comfortable for them to work.

I do not understand why Google is not suitable?
[email protected] creates a calendar.
Adds a list of people (by email address) and gives the rights to edit and read.
There was a similar problem, but it was never solved. We stayed on Google, because the best calendar. Maybe there is already something.
I tried to tinker with OwnCloud, but IQ was not enough.
