Which base of cities to choose?

Please let me know what is the best base for this.
1. We need a database with the names of cities, including even small cities. First of all, Russia is interested, the names of cities in Russian. But other countries may join in the future.
3. We need the coordinates of these cities - latitude and longitude.
2. You need a base with to determine the city by ip.
3. It is desirable that the time zones for cities were also indicated in the database.
Ideally, of course, I would like it all to be in one database. But if there are no such options, then several are possible.
