Well turn off the GPS in your phone settings. Or in applications, see permissions.
On some versions of the Cyanogen GPS, it turns on by itself)
This is a hard hit in Android compared to iPhone.
There is no way to see who is currently using GPS.
Not only that - often the battery consumption of an application using GPS is attributed not to it,
but to Google Services - as they are responsible for working with location providers.
The only way is to turn off running applications one at a time and so figure out who is using GPS.
PS. I don't know how things are on versions > Kitkat
On android 5.1, the battery consumption indicator works correctly.
The State Services application constantly turned on GPS and the Battery consumption menu showed that it was this application that was eating up most of the battery.
Disabled all autostarts of this application using Autostarts.
