Which ad network to use for video ads in Russian on Android?

Are there any ad networks that allow you to embed video ads in Russian into Android apps?
Google has Ineractive Media Ads, but we don’t know where to pull ads from. AdSense for video is not available in our account, DoubleClick for Publishers AdExchange is blocked in Russia by Roskomnadzor, and VASD video ad providers in Russian were not found.
Of course, there are some networks like AdColony, but as we understand, there are no videos in Russian in them.
