Where to upload a telegram bot to Node.js?

I need the bot to work 24/7 with a webbook . A database with up to 5 columns will also be used . Users will be < 1000 . I think everything is indicated. I uploaded to Heruko , but it's too expensive. I googled and if I understand correctly, I need a VPS . If I buy the cheapest one on any of these sites, will it be ok?

Or maybe there are free options?

It all depends on the implementation, what kind of OS will be there and whether there will be a control panel. Basically start on firstvds with centOS should be enough. On the other 0.5 GB of RAM, the OS can eat for itself.
Just keep in mind that the panels are there for additional loot and there is no node out of the box, you will need to install it.

Telegram bot can be deployed for free based on Google Spreadsheets (as a database) and Google Apps Script in JS. Did a simple project with the search for information in the table and the output of the remaining fields. As well as receiving an upload of photos with saving to Google Drive.
