Where to store the database in SaaS service?

The database lies on one vps, there are several more vps servers - all of them for processing and one public for users.
The database is approaching a size of 3 terabytes. I want to know if it would be better to transfer a separate database to the cloud?
T, now the speed of queries is getting longer every day.
I use PHP+Mysql (user data)+MongoDB (work data).
