Where to store a large amount of multimedia data for a site on RoR?

The task arose of storing a large amount of photos and videos for the site, and in such a way that only the owners of these files would have access to these files (a la dropbox). there it is impossible to set up separately the required amount of memory, there you need to take it at ready-made rates, but I don’t need so much processor and operatives. I looked at the standard heroku + amazon bundle, but again I am tormented by the issue of granting access to the file only to a specific person. Is this problem solved on amazon? If not, what should be done?
