Where to start writing 3d worlds?

I have a dream - to create a small map in 3d, on which one could walk - well, like a map for the game, only without the game, a simplified version of GTA. Tell me, what are the platforms for this? What is it done in? Perhaps there are those where you can put ready-made 3-d models of objects? Perhaps there are already ready-made effects of weather conditions, relief blanks? Maybe there is something simple to play around with, where you can "poke" your city from ready-made objects?

For example, Unity 3D, the AssetStore has free building models for it, plus out of the box there is a first-person character controller.

IMHO best in Unity. Fortunately, there are a whole bunch of assets.

unforgettable about unrealengine and cryengine...
but I'm also for unity (although in general I haven't even worked with others yet)
