Where to specify the ip address so that it does not appear REST access denied for not listed IP?

I don't really understand what to do here. I created an application, received all the data, even sort of successfully made a request for api, but it turns out that my ip did not get some kind of access, which is not clear where to get it. If it is possible, explain as for stupid, it is better even with examples. For example, just get a list of friends of your page. What request should be and where and what needs to be created and configured for this. Thank you.
