Where to read about creating a site with plugins?

Good afternoon!
I want to make a website, the functionality of which will be expanded with the help of plugins. Plugins should be able to work with the database (service tables and adding their own structures to the database), and also allow you to interact with other plugins.
Where can I read how best to implement the creation / addition of plugins, as well as in general about the structure of plugin applications?
Or maybe there are ready-made solutions for solving my problem?
Do not offer CMS, for my task this is too monstrous a solution.

Maybe use a framework? And extend it with your own classes.
