Where to put hooks in svn?

Can't figure out where to put hooks in my local repository?
If you create a hooks folder directly in the repository - svn shows that it is not committed, I feel that this is wrong. If I create in ./.svn/hooks/post-commit - the file is not executed.
I read the docs, but did not find how the path to the folder with hooks should look like :(

I'm not familiar with svn, but try giving execute permissions
chmod +x post-commit
