He has been tormenting me for more than a day, maybe it's stupid, but the customer is serious and has never been noticed in anything strange. They motivate such orders as "for research"... Maybe someone has an idea about how to use condoms in such volumes?

Not so long ago I worked in medical / farm. sphere (traded in medical equipment), including medical rubber products (gloves, condoms, pears, etc.)
Big cities and diagnostic centers buy condoms in huge quantities for diagnostic purposes - ultrasound.
For ultrasound scanners, there are vaginal and recto-vaginal sensors - for obstetric studies (early terms), gynecology (uterus, ovaries), urology (prostate gland), rectal studies.
The condom is used as a means of hygiene. It is put on the sensor, lubricated with a special gel, and then injected directly for research. GKB 1 bought 60 boxes a month from us.
Quite normal practice, and their sea is wasted. For example, during the study, the condom may come off or move, forming a fold, and this interferes with the study. It is removed, a new one is put on and the research continues. Especially a lot of "rubber" is spent during rectal examinations - 3-4 pieces per examination.

In general, you can think of many applications (who has enough imagination for what), one thing is clear, the products are not used for their intended purpose, they are used as consumables (possibly for any devices on which people receive wellness procedures).
I once crawled through quite a few stores with women's stuff to find cheap wipes that do not leave scratches and lint on the scanner glass.
