Where to place the SOAP client?

There is a project on ZEND FRAMEWORK 3.
The task is to write a SOAP client that will periodically go to a third-party API - pick up XML and a zip archive. After parsing the input XML, I will get two entities that I must write to the database. The archive is simply put on a server.
The question is, how would it be more correct, from an architectural point of view, to place this client? It will be called by the crown.
