Where to look for XAML layout designers (Expression Blend)?

The profession of XAML designer/implementer for WPF applications is so new that traditional channels are not effective enough.

Are WPF programmers up to this task? Yes, it’s bad for programmers to draw, but “throw elements on the form”

Grow yours. Anything is easier than finding a ready-made one, and it’s not a fact that a “ready-made” one will satisfy your needs with its qualifications. IMHO, for new technologies it is easier to forge frames yourself.
