Where to look for a JavaScript programmer for an open source project?

The idea of ​​the project is there, the boundaries of implementation are certain.
Implementing it yourself (writing code in JS) is too lazy / not profitable / no time / no energy.
But I can lead the project in terms of architecture and requirements, so that the wheel is not reinvented.
We need someone who can write code in JavaScript. At a minimum, this person should know OOP techniques, he was able to independently implement a small Object-Oriented JavaScript Framework for his own needs.
It would be ideal for me to take a student who already knows JavaScript and wants to understand the architecture of complex systems. The idea is good, and the chances of becoming a "star" after the implementation of this project are quite high.
