Where to leave comments in Android Markete?

I got myself a Galaxy Tab 10.1, it has a version of the android market 1.0.28. I can not find where and how to leave reviews about applications and put a rating. I looked everywhere - and I can’t find it on the application page in the market, in the “downloads”. Prompt plz.

I don't know how to explain it, but Google didn't give Honeycomb users that option. Therefore, you can only leave reviews from your smartphone or through the web interface.

And what android? I have an Acer Iconia Tab A500 and there 3.2 allows you to leave comments.
