Where to host a social network server with a minimum set of personal data?
Let's say I'm about to launch a small social network. And there will be personal data, albeit a little - email, phone, photos that users will upload themselves.
Can I rent a server in the Netherlands, or will Roskomnadzor block the domain anyway?
In any case, I want to be able to restore the entire database, even in the case of a mask-show, if I have several servers, can I place the main one in Russia, and the replica in another country? Or will replication speed significantly affect overall performance? Supposed to use MongoDB

You can even organize a server at the North Pole, but personal data must be stored on the territory of the Russian Federation. Cross-border data transfer via secure channels is allowed without storage, caching, etc.
