Where to get the first users for the question-answer system-site?

Website - a question-answer system, how to form a core of users to start generating content (and the first search transitions)?
There is not much money (and I don’t believe in paid advertising), how can a startup develop without investing in attracting users?

If it were needed by someone other than a single owner, the audience would slowly begin to form itself, starting with a group of acquaintances and growing into a club of mutually beneficial communication or at least a circle of lovers to fray for nothing (only the problem with such lovers is not to slide into a continuous flood and offtopic, and even disassembly from scratch). Remember the birth of Facebook.
Are the topics of communication defined or grandiose goals - everything about everything? In the first case, it is much easier to find those who will be interested and useful in a new place for communication. Having made according to their wishes the conveniences that have been lacking for years on their thematic forums, you can gradually even pull away the audience from there.
And if another mailrush question answerer... Why another such project? What will be so unique in it that people will be really interested in it? So far, the idea looks like just another site-garbage site for attracting traffic, which will probably still be hung with advertising like a Christmas tree. If there are answers on the site that are difficult or impossible to find, then pull popular queries-questions from the statistics of search engines, collect those without answers on similar sites, and give them an answer on your own, that's the first visitors. In order not to pore over it yourself and not spend money on paying copywriters with the skills of detectives, it is necessary that the enthusiasm of others is not naked. What is the point when you are of no use, but it turns out that with your chatter you do not so much enrich yourself with knowledge as you work hard for some uncle? Cooperation should always be mutually beneficial.
A good option for a quick start is to create a platform for communication for some not very big city. At first, questions of a local scale about the urgent, where to buy a stepladder or castrate a cat will prevail, gradually the range of topics will expand. Then you can scale by region. True, the rigid "question-answer" format in this case will interfere, if not diluted with an addition-forum for the entire "non-format".
