Where to find telegram api for personal account?

I want to write a notification in VK about a message in telegram.
I have a VK API in which I can log in and work with my account.
But on the TG, I can’t do this, because the Telegram Bot API does not have functions for obtaining information, messages and other personal information about the user.
How can you do that?
I'm also interested in the function of sending a private message from an account to another account.

This should be done not through BotApi, but through MTProto or TDLib
