Where can you find adequate developers in a reasonable time? I don't understand =)
Constantly, when there is a need to search for a person, no matter with or without experience, it turns into some kind of incredible quest. Posting vacancies on hh and My Circle does not help much - there are either no candidates or . manual search in the same place - also gives few results. Job fairs for students are only held in spring/autumn, so it's hard to find something in the summer. Recruitment agencies offer inadequate candidates. In general, well, in general!
Tell me, maybe I don't understand something? Where are all those talented young people who are ready to work, although they have no experience? Where are experienced developers ready to work under normal conditions?

Weblancer.net is an exchange from the early 2000s. I just went in and saw that they still rolled out a fresh design and still evolve. Here I have 87 projects, the exchange was pleased with the opportunity to hire and work from one account. I was especially pleased with the acquaintance on Habré with the team leader of the developers of this exchange, and at my request, he corrected several usability things and it became pleasant to use this exchange.
freelansim.ru- a project from habrahabr, unfortunately in my opinion so far it's going nowhere. It is interesting that the works are shown in the block on Habré. I use it only for hiring extremely specific specialists, which I could not find on other exchanges.
On this, we can say that the freelance market for developers is divided by these projects, there is also a small handful of small freelance exchanges, but I see no reason for the employer to go to them. There are some specific projects for example:

If hh does not help - maybe your "normal conditions" are not so normal?
It is better to look for specialists with experience on LinkedIn . There are very few students there, but those that do are usually very advanced. They know English, graduated from leading universities, have certificates. The older ones are in the majority. These are most often already established specialists, with recommendations, reviews. Try looking for people there too.
Well, expand your network of friends. The more people in the industry you know, the more likely you are to find candidates through them. Go to conferences, speak, talk about the company, make technology presentations, even just go to events and get to know each other, add friends on LinkedIn (this is a professional social network) and other social networks to follow their news. It's all marketing work. Increasing the visibility of the company, ensuring interest in its vacancies. Then you will no longer need to look for people, but they will be interested in the company.

Of the minuses, how it looks like for developers, I can highlight the following:
- low pay
- skills are listed in such a way that as if 1 person will work full stack, which is not very good
- someone else's code
- deploy and maintain, apparently, everything is also for him
- PHP developers are not often good with video streaming and networking
In your vacancy, there is not a word about what tasks the developer will solve. Just a list of technologies. Plus, the disadvantages already listed, like a small salary, a strange schedule, etc.
For cities with universities where there are specialized specialties, one of the most effective ways to find talented guys with little or no experience is through raids on universities.
In short:
1) Prepare an interesting lesson for students of specialized specialties based on your experience (we did Scrum)
2) Arrange with teachers to allocate an hour or a couple for you. Teachers are usually willing to have someone work for them, and even give interesting production experience to their students for free.
3) Send one or two of your experienced staff who can clearly state and were able to overcome the fear of public speaking.
4) After the lesson, you briefly talk about your company, hand out business cards and invite you to an internship, with subsequent employment opportunities.
