Where to create your own VPN server?

Hello. I decided to set up my own personal VPN. At first I thought about buying a ready-made solution (Nord VPN, Express VPN), but I thought that it would be safer to do everything myself. Therefore, please tell me the service where it is best to place a VPN (but not Digital Ocean and Amazon). Preferably up to three dollars a month.

Why didn't Digitalocean fit? They have very good speed.
