Where to add keywords for search engines?

I'm in charge of billboard promotion. About 50-100 people come through the search every day.
The problem is that the board is focused on one single city, so users do not even write the name of the city in the ad, while there are a lot of queries with the name of the city.
Is it possible to place the name of the city (and other keywords) in meta tags?
If so, which meta tags? (description/content/...)

In description, you should first of all write a correct description with keywords.
And keywords can be written for each page in the description, then you definitely have a lot of headings. And these are different klbcheviki and descriptions.
