Where (on what service) can I find questions and answers to "flame" IT topics?

Recently, Toaster has been closing questions that cannot be answered unambiguously. That is, flash questions.
Examples of real questions:
"Where should you host in 2017?"
"Is it relevant in the future or now to become a web developer?"
"Is NodeJS ready for serious sites?"
These questions have been closed on the Toaster. I do not want to discuss whether this policy of the administration is correct, I just want to know which Q&A services allow and ask such questions.
The question that I am writing now is not a flame and not an abstract one. It can be given an unambiguous answer in the form of references. So I hope my question is not deleted.

Just when asking questions, it is desirable to clarify the data.
