Newsletter of what plan? About site/company news? Then, based on statistics, the idea is bad.
In any case, OCart already has version 2... and most importantly - if you do not send out through specialized services with more than 2000 per hour, there is a high probability of running into filters and getting into spam databases. The meaning is not entirely clear.
And most importantly - the question is still not clear: are the settings in OCart? If yes, then they will not affect the limits set by the provider or mailing service in any way. If the base is really for thousands of subscribers, I would advise you to first use paid services such as smarterspons, etc., and then, if you have a desire, try to make your own if the game is worth the candle. Controlling the opening of emails and engaging in email marketing is not as easy as it seems, after all. And just doing a newsletter is not worth it, it is better to implement it on a website, blog, etc.
