Where is Load balance as a service?

Hello everyone
There are several front-ends.
I would like to use an external load balancer / dns-balancer to load them and provide 99.9999% uptime
I can’t find where it is without cloud servers (in addition)
PS:
I would be grateful for dns hosting with a minimum TTL and api access

anywhere, install nginx yourself if you don’t need a cloud,
it’s almost like nginx or haproxy works everywhere.
