Where is it more convenient to develop for Cordova?

What is the best IDE for developing a mobile application for assembly in Cordova? Found out that Visual Studio provides a free set of tools to do this (in VS 2015 out of the box emulators etc.). If used - how is it?

I personally liked the studio for Cordova more than WebStorm, I advise everyone
