Where is bluetooth latency less: usb or pci-e x1?

I bought wireless headphones (Edifier X3) with bluetooth 5.0. There is a delay on the phone, but a small one (40-80ms).
I connect to a PC via a USB whistle Digma (RTL8761B, bluetooth 5.0) and on the PC the delay is about ~ 400ms. Tried different nests - the effect is the same. This is very noticeable. I am considering buying an adapter PCI-E x1 (PCI Express 2.0) to m2 and buying some intel module with bluetooth on it.

I want to clarify: given that I will connect this to PCI-E x1 - is there a chance that it will not get better and the delay will remain the same?

There will be no difference.
Moreover, many Bluetooth devices connected via PCI will still be detected as USB devices in the system.
The delay should be eliminated in other ways that I'm too lazy to google, but definitely not by replacing USB with PCI.

where is the usb whistle plugged in? try to move it as close to you as possible.
Does the Internet come to the PC via wifi? try turning off wifi and check video latency

So in the phone I suppose the LowLatency protocol is used, but in the computer it's normal.
In Windows, there are usually problems with choosing the right protocol.
