Where in the BIOS settings (gygabite b450m) on / off usb mouse and keyboard?

The board is new, the BIOS control works, after loading the installation disk with Windows, all devices connected via USB are turned off. This is the first time I've seen this, although judging by the questions on the Internet, it's a common problem. The answers usually show screenshots from the BIOS where there is an item " USB mouse ". In my "peripherals" settings, there are the following items:
USB Compatibility Mode (enabled)
XHCI Hand-off
Mode (enabled) EHCI Hand-off Mode (enabled)
Port Emulation 60/64 (disabled) Larger
USB Storage Support (enabled)
Mass storage devices:
generic flash disk 8.07 (auto)
Super IO configuration
the rest of usb does not concern at all.
Initially, EHCI Hand-off was prohibited, allowed it, the problem did not disappear, and then I read it and they write it and should be disabled when installing XP and younger. Emulation port 60//64 is generally not relevant for new motherboards where usb 3.0 and 2.0? Or not ? And maybe something needs to be changed in Super IO (after all, the ps / 2 connectors should be there, in theory)?
And another moment, can Windows not be loaded from a bootable USB flash drive for the same reason that there is no control via usb when installing the OS (initially I tried to install the system from a USB flash drive, nothing happens, then I installed the disk)?

Most likely, your Windows installation image does not have USB drivers integrated, so after loading the installer, the mouse / keyboard disappears, as well as the very ability to install Windows.

Do you insert a keyboard and mouse into USB2.0? The installation disk may not have drivers for 3.0.
