Where does the authority of a mobile app designer end?

I study interface development in android application, in particular: markup, fragments, Transition API , Animation API, etc. I don’t go further, because I like the development of design. And actually the question has ripened, but do I need it.

Here is one of the items: "General idea of ​​the technical side of mobile development";
That is, as I understand it, from the technical side, only skills in graphic editors are important.
Therefore, I ask experienced professionals to answer the question, where is the line between design and development? And will I be allowed to use these design skills at work?

IMHO:
If you can provide not only a sketch, a hand-drawn design, but also a visual prototype without business logic, then this will only be a plus for you.
And it will be easier for yourself when you see how it will look in reality.
And understanding how it is in development is a very useful skill, because sometimes they draw it, what then you rack your brains about and how to put it in the code, so that it works beautifully and as intended.
