Where does mediawiki create users?

Raised on the test server (Debian 9) mediawiki, the installation went fine, everything works.
Problems started when I decided to create new users:
through the standard interface, users are created normally and login is made under them, BUT, only from the machine from which they were created, when trying to log in from another machine, a message pops up about the wrong password and login is possible only under the account that was created during installation.
It seems that the changes are saved only somewhere in the cache, without getting into the main database.
Tell me where to dig?

It creates users in the database. Maybe you have several environments and you confuse them?
