Where do the broken bytes come from on the page?

Hello, where are the broken bytes on the page that the validator finds? In fact, they are not visible, but the validator shows that almost the entire page is in them. Database in utf8 and the template itself
Where is it from?

As Ivan wrote above - Set names and the table itself must be encoded in
UTF8-GENERAL_CI
