Where did the processors of payment systems go?

All the processors of payment systems disappeared somewhere. including the Internal account (inner). Where to look for them?

There was a similar problem. There is already an existing payment system with an "inner" handler. I had to add a second one. But when adding the system, this handler option was missing. I just added an option with the desired value (inner) to the html select, and added the payment system. Everything worked.
