Where can you find design inspiration?

Good afternoon!
I have an idea, but I'm far from being a layout designer, let alone a designer, and I didn't even get along with taste.
I'm making a project with VueJS.
I tried several different options on bootstramtema, I also found this question here, but there all the ui frameworks for vuejs are still in beta, well, it’s noticeable there, there are not many components, so it’s possible not only for view, but in general any frameworks.
I can / know how to apply styles, well, I’m friends with the bootstrap, but I’m only friends, I can’t create anything beautiful . That is, winding up the shell is not a problem for me, the gap is precisely in creating a sympathetic design.

• Are there people who can design a site based on a layout (a piece of paper with my sketches)?

For the second point, you can use, for example, https://themeforest.net/ templates there are not free, but not expensive either.
Many different elements (buttons/sliders/etc.) can be found on https://codepen.io and https://github.com/ only there it is advisable to read the license.
