In general, providers usually do not filter the output outside (not counting the -not-remembered-by-night-RKN-), but after all these Sing, Mish, Vasya and other things - blocking 135-137 and 445 is standard practice. Not to protect you. And in order to protect FROM you :)

If you need full network access - raise EoIP between two white addresses, and you can drive it into bridges - it will generally come out as if the cable was stuck between your branches. And do not rely on non-blocking provider.
