C++ has an official portal - isocpp.org .
There is a special page dedicated to the standard - isocpp.org/std/the-standard .
In short: the final official standard costs money, you can download for free the latest working draft of the current standard or the current draft of the upcoming one, and there is even a Github repository for the upcoming standard where you can track the progress.
