Where can I read about the basics of the Telegram/MTProto API?

The only thing I found is an abstract description of the API and its Russian translation .

And how to use it? Where to connect? In what way (http, tcp or whatever)? In what format should the request data be sent?

The only address I found in the description is 95.142.192.65. Any http request is answered with either '501 Not implemented' or '404 Not found'.
When trying to connect TCP nothing at all responds, or I'm asking wrong.

Any http request is answered with either '501 Not implemented' or '404 Not found'.

So it's not a valid request.
Now I checked my old code from the Android contest - it works, authorized (and this is a few requests back and forth) and returned the key.
