To get started, read any book on PS for beginners.
Then you take any suitable task and do it on PS. At first you will google a lot, then it will be easier.
My study of PS was swoops in different books. I always did something for the task: data synchronization, project assembly, backups, parsing and data generation, etc. First I used a small book from Lee Holmes, " Windows PowerShell Pocket Reference " (he also has a " Windows PowerShell Cookbook "), then read " Windows PowerShell in Action " by PS co-creator Bruce Payette to understand syntax, work with scripts, etc. A good book, with the history of PS, with why and why this shell was made this way. For up-to-date information, I often use Get-Help, Update-Help (use PSCX). Well, MS is actively promoting it. You can look at https://msdn.microsoft.com/en-us/powershell and go from there.
