1. Decide on the conditions for data delivery to the DC.
This can be L2 VPN (the most expensive solution), here you can ask operators for VLAN or QinQ, L3 VPN (usually cheaper than L2) or via the Public Internet. (The cheapest) from both CapEx and OpEx costs.
2. Competencies of the operator. (hosting) and what tasks it will face. Most operators provide services in the form of KVM access and reboot. Although this is no longer relevant, since KVM is built in on modern servers.
3. Level of DC certification. - shows not only its UPTIME according to SLA, but also what types of work can be carried out by DC personnel without disabling client services. (Recommendation not lower than level TIER3)
In conclusion, I will say that building your own server room, buying uninterruptible power supplies, establishing 2 telecom operators, providing cooling and fire extinguishing systems is more expensive than renting a normal data center.
From my own experience, for 10 years in the DC for 900+ servers there were 2 fires in racks using argon fire extinguishing. The data was not affected.
If in Moscow, then you can consider ITSoft. They have Tier II and Tier III. The last one is in the DataLine data center. I'm at their co-location (Tier II), satisfied.
