Нет такой базы слов.
Слова и фразы генерируются на лету через какой-либо Speech Engine. На вход подаёшь текст, на выходе - звуковой файл или поток.
Изменить произношение без модификации нельзя. Движок может только предоставить на выбор разные голоса

IMHO the best of the free text-to-speach engines (and even open ones)) for the Russian language rhvoice, there is also Ukrainian and Georgian, but the quality is lower. For windows, there is additionally in the implementation for sapi, plus heaps of other standards and just in the form of a library
, starting from windows 8, Microsoft includes an engine in the sapi OS, not bad (female voice) but depressing in sound, it's sad to listen to it.
google sounds great but free plans are limited
