Where can I get the database of sql districts of cities in the Russian Federation?

KLADR does not fit! In addition to the unthinkable congestion for me and the complexity of parsing, I simply could not find anything like it there.
We need a city->districts structure, without any districts, regions, and other things.
You need exactly as in Avito, for example:
Omsk:
- Kirovsky
- Kuibyshevsky
- Oktyabrsky
- Pervomaisky
- Soviet
- Central
Of course, as an option - parse with Avito. If this is the only option - tell me what / how is the easiest way to do this? (Before, I didn’t have to parse anything ... write it down for a beginner, please)
If there are inexpensive paid options, also write (I saw such a database for 2500, but this is already too much ...)

There is nothing wrong with KLADR, you only need KLADR.DBF.
1. Looking for NAME='Omsk' and SOCR='r' - we get CODE='5500000100000'.
2. Search for SOCR='ter' and CODE LIKE '55000001%' - get NAME:
