I am new to the topic of creating a bot.

I'm looking for some kind of "base" so to speak, with which to start.

Most likely, I need some kind of "Kernel", which implements the minimum basic things (which everyone needs):
Admin panel, with some minimal options:
* displaying active users
* balance
* order history
* setting up buttons and their groups.
well, etc.

What you want is a finished product, like botmother, pipe and others. You register, pay money and create a bot in the constructor.
And if you want to "write" a bot, then there are no "cores", in the real world people take something like php-telegram-bot and some kind of web framework (yes, even symfony) for the admin panel.
